The report blames poor management

Inadequate leadership and ineffective management are the causes of the worst deficits in the NHS, a watchdog says.

Sir Michael Lyons, acting chairman of the Audit Commission, said: "It is crucial that boards and management get the basic right because financial failure is often a reflection of wider organisational failure."

Comment: Inadequate Leadership? Is the Audit Commission audaciously suggesting that the British Prime Minister’s leadership has been lacking?

Is Sir Michael Lyons by stating: "… because financial failure is often a reflection of wider organisational failure."  pointing an indirect finger at Number 10’s incompetency in Financial acumen?
